Russia, if that's who you are talking about, had some fantastic scientists, though lets not forget it was Americans who gave the USSR the details of the nuclear bomb, a few years after the war, not Russian scientists discovering it. The two Americans, I think it was a man and wife couple, were executed for treachery.
Personally, I prefer Sweden's School Voucher system. Are you familiar?

i've seen both school systems. and i dont like either of them.
state-controlled schools = uniformity, suppression of creativity, schools supporting nationalism ("patriotism"), authoritarianism, low funding...
private schools = bad education for the majority, good education for the minority. support of creativity but only for those whose parents can afford it. schools promoting neoliberalism or church dogmas while still being authoritarian, unequal funding of schools, etc.
overall i think the good way is publicly funded education. but it is hard to find a libertarian approach to it. it would take a reorganization of society, not just the school system. if it is controlled by a church, a political party or a shareholder lobby then you can be sure that "molding" the pupils opinions toward the "correct" sociopolitical line will be a part of the school program. it would take an independent form of publicly funded education... but setting other changes in the society as a pre-requisite.
making use of the internet and computer technology is generally a good idea but not all countries can afford it...
and there are many other open questions...
