Unemployed and public expenditures

Does the unemployment rate have an effect on public expenditures?
I would have guessed that unemployed people get welfare money and this counts into the public expenditures.

But after introducing planned economy the value »unemployed« dropped down from 14 to 3 (I guess percent), while there is no visible change in public expenditures.

The total costs are not yet visible for you. But they are now 75% lower than before.
