What's suggested is a great idea. Maybe there should be genres of projects, for example; Medical, Scientific, Military and various others and what ones you can implement should be dictated by how much you spend in the Healthcare (Medical), Scientific (Education) and Military (Military of course).

I like the idea of being able to be in 'opposition' if you lose control of a nation - this way you don't lose all your hard work, and can win back your nation. For example, instead of choosing options in tasks, you could choose options in response to tasks.
Example: "the government passed a law legalising marijuana, which some people are protesting against. what will you do?"
1: Stay quiet
2: Join the protests
3: Defend the government
4: Call for legalisation of cocaine

More complicated than that yes, but maybe something like that?

And instead of changing the budget in winter, you could make choices about how to run your opposition campaign? Like what percent of money to spend on TV ads, what percent to spend on hiring people, etc.

This would be nice I think

Certainly would make the game more interesting, and you wouldn't lose everything if you lost your nation.

Oh, keep in mind in RL Opposition Parties propose their own shadow budgets.

I like the idea. However I see how this could be too much work. Maybe you could just pretend that you still reign the state and after one legislative period the people decide if your way of reigning the country would habe been better than the way it was actually done. This again would be done by the computer (similar to the plebiscites). Add some extras like a campaign and voila.
