Some changes for Basic and Premium Users

Hello,

today, we are changing some rights for Basic and Premium Users. From now on, Basics can see most of the details, but only 2 graphs plus the regent graph.

Furthermore, we will install a history of your tasks, so you can easily see, for example, what was good for your popularity...
However their will be a couple of limits for basic users.

Additionally Premium users can review der budget changes from earlier years.

We will keep our promise, that Ars-Regendi is playable as Basic user!
