How do I increase my influence? It keeps going down and down, and sometimes up again. I don't see how it relates to the way I handle my issues.

The influence more or less depends on the other parameters on the regent page (age, popularity, power, reputation, health). The easiest way is - to make decisions, which increase the popularity.

I believe it also depends on my inclination to hold referendums? Yes, hence, you leave the outcome to chance, you do not know which outcome will be finally selected. Better select "sit the task out"
