New Stuff

1. Budget Link is gone
2. Haven't been able to work on any tasks the past two quarters -- is that related to my popularity or something?
3. Duration of regency does not appear to be valid because it now says "1"??
4. The Urgency Red private messages are totally unnecessary because they occur every single quarter.
