Disclaimer: I don't know if the American country in the game already has this reform or not, or even if there are different reforms between the two. If so, please feel free to ignore this suggestion.

New reform: Privatization of social security.
Liberal economists and minority groups are becoming increasingly vocal about their desire to privatize the social security system.
"Our current system of social security is inherently unstable and will not last more than another decade" economist [insert name] opines. "The upcoming retirement of a large number of people coupled with a declining birthrate will lead to more money going out than coming in, bankrupting the system! In addition, due to the shorter life expectancy of certain minority populations, our current social security system actually results in a massive wealth transfer from short-lived minority populations to the longer-lived upper class! A private system of social security where individual workers are allowed to place their social security withholding into retirement accounts that they own and control would lead to greatly enhanced payouts and higher standards of living for all segments of the population."
Result: The national economy receives a boost from the increased amount of retirement investment. However, markets become more volatile as individuals seek to avoid losses on down days.

Now if we could only get this type of reform to be actually implemented here in America!
