Limit of alliance contribution?

Why is there a limit of alliance contribution of 30 billion €? Of course it's a security for the countries. But in the NADO we discussed it and we all want a limit up to 300 billion € Jaja

Could also be about balance - so alliances dont have close to unlimited power just because the states are very rich.
