In German it's the same word for the affairs of a state and those of a family. Maybe Malone could change it, if it's not the right word in English. Just ask.

It's Budget in the game, but some people keep calling it household, perhaps confusing others.

if you have done a task already today
or if you have changed the budget
then no reform is possible

either:
- 1 reform
or
- change the budget (winter only)
or
- do tasks (your number of options today = how many tasks you can do today)

And of course your infuence must be high enough for the reform of your choice.
