Well for one would be the overall heath or your state, the healthier your state the longer your life span therefore a decrease in death rate, also if your state is growing rapidly and progression is fast their will be a higher birthrate. The same goes for a poor heath, a shorter life span is the result and increase in death rate, also a declining economy/state will result in a lower birth rate.
Their are some other factors that affect Birth and Deathrate but this is more.[/font]

Ok, thanks. What about spending on "family"? I've tought that that was somekind of daycare or childbenefit.
