Atommachtsfrage

Wie kommt es das einer meiner Staaten eine Atommacht mit 0 Monaten Wehrpflicht wird ohne was besonderes gemacht zu haben und der ander keine Atommacht mit 9 Monaten Wehrpflicht?:hm:
