Theme	Opponents of the current monetary policy argue for the monetary frame, the sovereign right of the state to circulate money instead of the commercial banks.
Description of the reform	"At the moment, banks can acquire bank deposits at discretion without depending on the approval of the state or the central bank." admits Eirch Jammerlatz, a retired banker. "Thus, the state has virtually no control over the emerging amount of money, and the banks can pocket the interest for themselves. Now, if the central bank lends this bank deposits in the same way as cash currently, and gives the additionally needed amount of money to the national budget, which circulates it by its expenditures, an additional annual profit is accounted for the state next to increased control over the economy."
